Personality:
Rinoa is introduced in the game as "Princess". She isn't necessarily one, but the title itself given to her by the other members of the resistance group she's in (the Forest Owls) says a lot about her personality already. When Squall meets her, she wakes up from her nap in her own bedroom on the train. It's the only part of the train that has fancy pink wallpaper and it has some interior that looks more for a home than a train cart. She's a girl who seems to have gotten all she wanted in life due to privilege, and while she isn't the most spoiled teenager to ever live, the way she talks and acts shows that she is someone who was born amongst the elite.
What's more, despite serving as a strategist for the Forest Owls, Rinoa isn't really all that suited for the real world. Growing up protected and receiving things on a silver platter can do that to you. Her naivety is something that's very evident at the beginning of the game, shown in how her plans are often crafty, but they just aren't applicable given the situation. Her father might be a Galbadian Officer and Rinoa may apply what she's learned from her father in her plans, but she doesn't know much about the government for her plans to actually work. She's idealistic in a sense, but it teeters more on the naive side than anything else.
As childish as she may seem, she does have some good qualities to her. She's a girl who barely knows any shame, and that definitely helps given the fact that she's a rebel. And to turn that quality into a more positive note, Rinoa is outgoing, spunky, and courageous. She believes firmly in her ideals and will fight for it, whether she may clash with a friend or even a family member. This can cause some discord in her relationships, but it's definitely not intentional.
Having friends and being surrounded by people whom she cares about is a very important need for her. She may seem independent and strong because of her ideals, but it's mostly because she tries really hard to seem strong in front of others. She's not particularly insecure, but having grown up and receiving so much love from both her mother and her father seated this need in her heart to always be loved and feel secure. Her self-doubt only surfaces when she's alone. This is demonstrated when Quistis tells her that her plan to put the bangle on Edea to limit her sorceress powers in Disc 1 will not work. The SeeD leave, leaving Rinoa to accomplish her plan on her own. She talks to herself, telling her that she can "do this", and that she knows that "this isn't a game".
Despite wanting comfort and love from others, and even though she constantly seeks companionship, Rinoa doesn't find it easy to relate to a lot of people. She considers her companions as friends, but there's a very big difference between what she considers a friend and a close friend. In this case, she seems to only be able to find love and comfort from her only close friend, Angelo. Angelo also happens to be her dog. A part of her happens to find the same comfort from Squall Leonhart, because they both have something missing from their lives. Eventually, the comfort evolves into both comfort and love, but given the canonpoint she'll be taken from, her affection for Squall might still just be a crush and not full-on "love".
On the surface, Rinoa presents herself as bubbly, cheerful, and lively. She's definitely the mood maker of the party. Whether her methods may be acceptable or not is still up for debate, however. She's very confident in most of her actions, and it can be seen when she walks up to a complete stranger (Squall, at that time) to tell him that he's the most good looking person in the room. She then invites him to dance with her, even though the guy is pretty clueless on what's happening until the next song begins. When they unintentionally bump into another couple dancing, she's the one who gets mad at them and gives them the stink eye and sticks her tongue out at them.
She's also someone who's very perceptive of people. She can easily guess what others are thinking after getting to know them for quite some time. While she seems to understand people in a short period of time, it doesn't mean that she'll be able to get along well with them. Rinoa follows the beat of her own drum, which tends to be troublesome for some people, considering the girl's stubborn nature. She's hard-headed as well, in a way, but she isn't completely stubborn that she wouldn't listen to other people. Rinoa is just used to getting what she wants, but she's willing to change her tune if it's for the sake of someone she truly cares about.
One of her most defining traits, however, is the that she isn't afraid of speaking what she thinks. In other words, Rinoa doesn't have much of a filter. She will tell someone how and what she thinks of them, and she's also very honest about her feelings, even if it might be shameful thoughts to some people. She isn't afraid of doing things to other people either, whether it's kicking them down the stairs, pulling someone into the dance floor, or infiltrating a sorceress' room all by herself to try and apprehend her. According to the Forest Owls, she's very grumpy when she's woken up in her sleep, and can even become violent when angry. She doesn't mean to offend anybody whenever she does or says things, though. She's just used to getting what she wants.
As difficult as Rinoa may seem, she's actually a friendly and gentle person. She tries to be as kind to everyone as possible, believing that small acts of kindness and love can deeply affect and change others. Perhaps she believes this because she was neglected by her father after her mother died. She has dreams and she's driven to better the world, and herself in the process. The latter will take some healing and a lot of independence. She's afraid of being alone and she's very aware of this fear, but as she tells Squall, maybe she'll become a lion someday, too.
Abilities:
Rinoa wields a unique weapon called the Blaster Edge, which is the combination of a bow and a boomerang. The projectile is usually bladed and goes back after it hits her target. At this point in canon, her weapon will be upgraded from the "Pinwheel" model to the "Valkyrie" model.
Her Limit Break is Combine. This form of attack is done with the help of her dog, Angelo. Below are the forms of Combine that Rinoa will have learned based on her canonpoint. There are two more, but they're currently irrelevant to the canonpoint. She also has another Limit Break, but she hasn't reached that point in the game yet.
• Angelo Cannon: Instead of using the blade on her weapon as the projectile, her dog comes to her aid and jumps on her weapon. Angelo is then fired like a cannon, creating an explosion.
• Angelo Strike: Angelo bites the enemy, jumps with the enemy, then spins a couple of times in the air before landing back down on the ground.
The usage of Magic seems to be innate to Rinoa, as well. Her stats for magic are the highest amongst the playable characters, hence she becomes even stronger when she's equipped Guardian Forces that have high magic bonuses.
Guardian Forces are summons in the world of Final Fantasy VIII. It is stated in the game that long-term junctioning causes memory loss amongst humans, because GFs draw power from the same part of the human mind that stores memories. The GFs junctioned to her will be Siren (Silence) and Diablos (Gravity).
Alignment: Thras. Rinoa deals with a lot of self-doubt during the series, afraid that she can't do things properly, or she doesn't have much knowledge in the world's issues. At some point in the game, she says that she wonders she can become courageous like a lion.
Other: Rinoa will be bringing along her weapon and her dog Angelo! She will also be retaining her memories of her last time here.
